Frankly I don't see how any one party can solely claim the victory. It was a combination of many factors, and it has been very rocky for quite sometime. The last month or so there seems to have been some great victories by the rebels. And that's just it... without the rebels there would be nothing, without NATO there would be nothing, without France there would be nothing, without Italy there would be nothing, without the United States there would be nothing, and so on.
It seems as if the rebels have been more organized as of late and have had a specific focus of taking one city at a time to surround the base. I'm sure that they have plenty of Libyan army defectors guiding them, but it also makes you wonder who else might be in there helping with strategy.
Where this pro-Gaddafi populace is hiding has yet to be seen. When the rebels were chipping away, city by city, where were these loyalists? Libya is crippled. Rebels have won.
