If your conducting business in a city you need a license. Can you get away with not having it? Probably. It is however easy to get and usually cost less than $100. Something to remember is it can throw up a red flag as to the nature of your business and you may not want that. I operate in a small town and if I went down to register for a license to operate a porn company I would probably be turned down. Much better to license your company as either a photography business, internet company, or maybe a website development company. Something to that effect.
One other fact that may or may not help you. If one of the owners of that company is a disabled american veteran you by law have to be issued a FREE business license. If you point this out to a city there first reaction is "No sir, you still have to pay." You should send them their application for a license completely filled out, a copy of the law stating that you are entitled to this for free, and a copy of the servicemans DD214. They will grumble but you will soon get your license in the mail, every year, free of charge.
