Agreed David. At Black Label Ads we run absolutely everything we receive through our Trust and Safety department and we specifically look for anything suspicious (like the problem described above). When we are the ones hosting the ads we are 99.9999% right, but if it is a third party served ad they absolutely can slip something in unbeknownst to us at some point after launch. It's definitely unfortunate. Any time we catch a violator engaged in this type of behavior we give them the immediate boot from the network and ban them from returning. People try all the time, but a fraction of one percent do make it through.
Just thought I'd share. We work hard everyday to make this a non-issue.
