I think in the end you end up gimping your members. if you're using geoip and block the province just like we block bc on this coast; it's almost the best you can do.
That's brutal but something tells me your blocks failed.. The other issue is of course hosted galleries not hosted by you! always an issue some people have gone so far as to not allow galleries to be handled by affiliates but again gimping yourself.
Lame for sure i 'm suprised the owner of the escourt board didn't come to the girls rescure names etc is just scary..
