In Holland, if you have like 0,5 -1 gram of for example coke in your pocket, you will not get in trouble... the worst that can happen is that the police takes it from you... but if you are a good boy and explain it is for your own use and you just want to party, they might as well let you keep it ;-)
it has been this way as long as I can remember...
