Depends on your state law I think. Here in Illinois the law has the language about one bullet firing per trigger pull, but it also has a second paragraph which states that any combination of parts assembled for the purpose of making a machine gun is illegal.
Either way, that looks like it's more for fun than any actual use. The accuracy must be terrible with all that movement. I assume with practice it could get better though. Not to mention, holding a sliding pistol grip makes it super easy to accidentally fire a round when tipping the gun up or down or quickly moving the gun in a tense situation. Looks like a lot of fun to shoot, but not sure if it has any real tactical purpose.
