I don't know anybody like that. I would say that those people wouldn't be part of a serious business discussion anyway. Bandwidth and server costs are so cheap now that it just doesn't make much financial sense for a person to do that.
And if they did...then I would say that they don't have any business trying to get traffic of any amount anyway.
