delete everything & install windows 7 again, whats the best method?

i got a 2nd hand laptop from someone who, ofcourse, first cleaned it up and did a fresh windows 7 install on it before i got it. I noticed starting it up it took about twice as long as my other laptop, even though this one has better specs. So i did a fresh windows 7 install again myself, with the standard method: Boot from windows 7 cd and in the install menu i clicked format. Formatting the old win7 took a fraction of a second, so i think it isnt thoroughly formatted this way. Now the booting takes even longer. Probably the old windows files dont get deleted with this method. I looked around for guides in google but all i get is this standard method. I want to completely delete everything first. Anyone knows about guides how to do this?
