In the article they stated the last 2-3 numbers from the IP addresses could be left out. They have no intention of going after specific uploaders and downloaders. The only identities they want released are the top affiliates who will prove to be key witnesses in their case.
They want the data to prove the service was used widespread to profit from copyrighted works.
As for the top affiliates having 'legit uses', they're sharing 1000s of copyrighted movies downloaded by millions of users. If they weren't breaking the law they'll have their day in court.
