IIf than outside is not spinning or spinning slowly, don't rush to replace the motor. It's more likely a cheap capacitor.

If it is spinning, check the two pipes attached to the outside unit.
One should be hot and the other cold. If so, the system is basically working and you don't need to replace expensive parts.

If it's 100F outside, it may be warminside even with a perfectly goods AC. If the inside is 20 cooler than the outside, the unit is working but may need cleaning.

Look at the outside unit. Is it dirty, clogged up with grass clippings? It should be hosed out from within every couple of years. Just unscrew the top grate, move it aside, and spray through the sides to clean them.

Speaking of the water hose, a little misting in the afternoon can help the AC work better when it's really hot outside.
