He was referring to getting lobyists/money out of washington. Change things so that it's what it was meant to be, a government made up of regional representatives that voted based on what their constituents wanted... Of course to do that you'd have to have everyone stop voting along party lines, but at least getting big business out of washington would be a good thing.
