Because it gives us an idea who he is, not 100%. Plus they are buying a license for the sites they own.

If a buyer wants to waste time going around in the hope of finding something new and suitable, fine. The other consideration is the money we make by sending out the update emails. Balance between pleasing those who want the emails, those who do not and us making a profit. We choose our way because it makes us the most money. Which goes through CC processors.

Yes but an attempt to stop him before he has the content and charges it on a fraudulent card or charged back is all we are trying to do. Or will the CC processor pay the charge back fee?
Shopping habits.
Normally no one does need to explain, this was a judgement call. Got it wrong, sometimes get it right. It's an elementary form of scrubbing. We are also trying to avoid pirates, fraud and charge backs, before they happen.
