The way the vehicle is operated would be "parked". It's not a parking garage... it's an open area outside next to the building.

The area is 40th Ave and San Pablo in Emeryville. Check it out on Google Maps and let me know what you think. Then pull up the crime map.

Then come back, and make your assessment. Then let's bring your car here and see if the way you operate it (parked) gets you a dent in your hood. I bet the chances will be similar.

Then... just for the sake of humor, let's move your car to Palo Alto and see if the way you operate it there (parked) gets you a dent in the hood. My guess is that it won't.
