There is plenty of affiliates around that make really good money, tubes or not. In any industry there are some who fail and some who succeed.
I hope I don't sound harsh, but the industry is really not a charity - and it's not stipulated anywhere that 'any' affiliate should make money, no matter what (s)he does.
It's a matter of business interest, from any side: and from my 'own interest' side, I personally believe that affiliates are still *absolutely* key for any program to succeed or fail in this business. (That's why I try to get as many as possible, retain as many as possible, treat them as good as possible. But not for charity reasons, just because a great relationship with them is critical for me.)
Why I started this thread, you ask. Read my post: tube traffic is tipically converting worse than targeted/affiliate traffic, so if a site converts well on tubes it is reasonable to expect that it will do even better with non-tube traffic: an opportunity for affiliates, and of course for the program too.
All the sponsors use tubes. Many try to work only with the ones who will react to a DMCA - but if you think that it is possible for anyone in 2011 to "just ignore all tubes, no matter what", then you are ignoring reality, I'm afraid.
