easyhits4u has country targeting as far as i can remember, but that traffic will stay on your site only for about 20 seconds or so.. But since you said you need junk traffic that could be a cheap solution for you..
But if you are also trying to rank that site in search engines then i would avoid this type of traffic because a big bounce rate means lower rankings.
