You're referring to HDR (high dynamic range) - the blending of several frames with bracketed exposures. No, the shots above aren't HDR.
They were shot with a Nikon d80 - Nikkor 18-200mm lens. Not sure what you consider "standard" or "expensive", though...it's all relative.
The sharpness relies on a combination of the way I focus during the shots, and a variety of selective tweaking methods later in post-edit.
