I just finished the Co-Op campaign and thought it was really good.
Took about 13 hours on normal mode. I was in no hurry and often took time to look around
at the scenery. There are two or three harder setting to play on so your game time will vary. I recommend a harder setting for anyone that wants a challenge.
One thing to note is the AI on your team is really aggressive and can almost do the deed on their own. Of course you have to progress to reach the next cut scene and there are a lot of them. That's OK because the story line is done quite well. After playing BLOPs TDM for so long it took me awhile to get back into a campaign with a story and cut scenes

I only played the Horde mode on one map but there are several to choose from. It is really fun especially if you play with some friends ( up to four ). I liked how when you lose the round you can start from where you left off instead of starting from the beginning again like zombies in BLOPs.
I played a few rounds of multiplayer TDM and didn't care for it but that's my personal preference as I like the COD style games much better and didn't want to spend time learning to fight in third person.
Overall I'd say this is the best of the 3 Gears if only because it looks a notch better than the rest. Definitely worth playing.
