Bullshit. Send copyright infringement vilation reports to uploader account in most file lockers and they will cancel those accounts. Uploaders will loose their earnings and their files, and will have to reupload again. Send notices again, and again.
It's just reporting the accounts, that's all

They will even let copyrights owners to index their files' digital fingerprints to block their sharing.

Content owners, just search for a hollywood movie to download. You will find lots of forums like that one. Click the links to download the movie. 99 percent will tell you the file has been deleted due to copyright infringement.
And what hollywood studios do, is report files and account to file lockers. Maybe if big sponsors are too busy NOT GIVING US THE RIGHT TOOLS TO PROMOTE THEM, you can pay me a monthly fee and i will send those reports for you. I can send thousands a day.
Maybe then you will have enough time to NOT APPROVE AFF APPLICATIONS AND NOT GIVE US THE RIGHT TOOLS TO PROMOTE YOU. Or, if you give us the right tools, you will have time TO NOT GIVE US ENOUGH...
