Rapidshare does that, and recently hotfile too after big studios scared the shit out of them with the lawsuit. With the rest of your message I agree fully though. Yes it helps stalking uploaders and removing all of their new uploads from filehosts. For the most part they give up on your content sooner or later (sooner is more common), you just need to be persistent.
Yes they do. There's a post here on GFY that tells how oron deleted their files.
It's like you say, have to be persistent and they will start cancelling accounts.

Reduce porn piracy a bit, or a lot and will be a big difference.
