Back to the old Soviet times. There was one guy in my school - a real bad ass thug. When he was 15 (8th grade or Russian school), he did beat and rape a woman (don't remember how old she really was, but over 25 for sure).
What do you think, who was punished for that incident - the boy or the woman? Right, the boy was punished and sent to a penal colony for underage persons.
