That is true. Unfortunately, not the way it works when it comes to .coms. They might not be able to get any money from them, but they can get the domains shut down.
The registry is Verisign, and that is a US company, which really means all .coms fall under US jurisdiction. What this also means is that they don't need to go to the UK and pursue it.
They can get a default judgment against them in a US court, and get Verisign to shut down the domains. It's ridiculous...
