The best place to reports this is to the Agentinean Comité Federal de Radiodifusión (COMFER) or Federal Authority of Audiovisual Communication Services. This is their federal regulatory body for bradcast media.

Even if the footage broadcast is not illegal under their cp laws it may violate the rules and regulations that govern Argentinean broadcast media.
