And if not, and you're sure that the state national guard can't take orders from the U.S. govt., then what were all those National Guard doing in Iraq and Afghanistan?

Remember when Katrina happened...and on the news there were politicians criticizing the Iraq war and saying that the reason that Louisiana didn't have enough National Guard was because they were all in Iraq.

What's the real story then? I have never heard of a Federal National Guard before. Everyone I ever knew was in a State National Guard. Educate me on this.
It's a little bit of both really.

The state National Guard is divided into units stationed in each of the 50 states and US territories, and operates under their respective state governor or territorial adjutant general. The National Guard may be called up for active duty by state governors or territorial adjutant general to help respond to domestic emergencies and disasters, such as hurricanes, floods, and earthquakes.

The National Guard of the United States is administered by the National Guard Bureau, which is a joint activity under the Department of Defense.
Seems it takes orders from both the governor or by the DOD.
