Payroll taxes are taxes that are applied on a percentage basis to wage income (and are therefore clearly "income taxes") and represent a significant tax burden to low wage workers. The idea that someone making minimum wage who pays payroll taxes is not a "taxpayer" is absurd. I have to assume that the notion that low wage workers don't pay taxes is primarily spread by people who have never actually had an actual job.
