Apparently it depends on how you calculate the number of
victims and if you mix it with number of
killed, because there is a big difference between a victim - someone who was relocated by Stalin and someone who was shot in the head because he disagreed with Stalin. There are records of only 800 000 executions which is still a lot of people but not 60 mil.
