Without researching TX law, I know the Statute of Limitations in this case is 5 years. In CA the SOL would not begin until the minor turned 18. So at 23 it would expire.
Now, if TX was able to say she was an adult at 16 (I don't think they do, they just say she is no longer a child), then the SOL would expire when she turned 21.
