No. There has never been any plan to lobby to make .XXX mandatory and regulated.

I presdict in 3 years time, very few sites will be .xxx.
The adult biz is dying as it is.
A lot of people buy .com as they are (a) cheap, (b) well known.
The consumer does not care about .xxx and never will. You can waffel as much as you want about consumer benafites, but, no one cares.
Its likly a lot will panick buy, or buto try to sell on. I have seen this with .mobi and that is now dead.
Today I see sites closing, rather than open. A lot of people are dropping domain names, rather than buying.
.xxx would have sold well 8 years ago. But today far too late.
Its rather amuzing to see people try to push .xxx as it reminds me of small businesses trying to sell products no one wants, yet they keep on going.
Logic sugests .xxx will fail, for several reasons. (1) too expensive. If they had been the same cost as .com I may have got a few just to see. But at the cost they are, no chance. )2) far too few customers. .xxx is adult, so that cuts out non adult. Then when you consider most adult sites are free tgp, blogs, tubes and so on. The whole point is they are cheap to set up. So .xxx makes it pointless to buy. (3) Afilliates will not promote .xxx sites. OK a few might, but so far I have only seen 1 .xxx site I thought worth promoting, but I will not. The thought of promoting a .xxx site makes me sick. In fact I have said I will drop any system that has even one .xxx site.
So as I say give it 3 years and .xxx will be no more considered than .mobi.
In fact lets be honest, .xxx has no benafits, just negatives.
Sure some will panick buy.
What I find amuzing is the .xxx bribes, how they have given .xxx to a lot of people (from the looks of it free) to encurage people to use.xxx. Everything about .xxx just feels desperate.
Of course the chaps behind .xxx probably presumed that .xxx was a licence to print money. Charge a fortune, and people will still buy. But I suspect those behind .xxx are not thinking 'oh cricky'.
A lot were against having .xxx, but i have come to the conclusion its great. Its great as I belive that .xxx will fail. And as such its the best way to kill it.
.xxx will fail.
