This is an issue for international groups watching out for children's rights. I think it's Holland which allows it from 16 and a few other countries allow from 15 years old to perform for money in magazines and movies. When those movies or images gets put online, hosted in a country where they are legal, it's very hard to prevent people from other countries from seeing them. This creates a problem of definition, is it underage porn or is it not? The girls are legal in their respective country and everything else is done by the book, but then the viewer may not be allowed to watch, but it's very hard to prove all around.
