It can be much harder than you think to keep merchants in line. Having been in the billing side of this business for as many years as I have, I have to say frankly that merchants often lie to their billers. In fact they will present one set of URLs for approval with compliance, and then 3 months down the road will start replacing content without telling the biller. It's a constant battle to monitor thousands and thousands of pages of content from hundreds of merchants that are often constantly changing that content, often without notice to the biller at all. It's all very well to say "look at this, these guys are billing for bad content", but when you are faced with as many merchants, putting up as many pages of changing content, as the average large biller has to deal with every month, sometimes things happen, in spite of the best of intentions.
