Because it is simple. Divide and conquer. Those islamists are non educated and primitive enough that you can always activate them and make problem in some region. At the other hand, you can always attack them since they will never make serious organized army. How can islamist state of Libya can be better then Ghadafi organised state with banking system,schools,hospitals, development for example? It can't of course. If some region or country don't obey to USA order, they will activate shit there with muslims (example FYROM Macedonia, or Ra?ka area in Serbia or Medveđa also).
