Every video I have seen shows that there is never a problem until they stop walking. Every picket line/protest I have ever participated in it was common knowledge that you had to keep moving.
I have to admit, most of the videos I have seen also seem to make it look like the protesters know exactly what they are doing. They want to be sprayed, they want to be arrested. Agree?
