I have to ask, what did cops do in situations like this back in the days before pepper spray was invented? Oh that's right, they either bent down, grabbed each one physically, and forcibly arrested them, or they beat them silly with riot bats.

They do get a taste of their own pepper spray. It's part of the training. When I was in the Marines in boot camp at Paris Island, we went to the gas chamber. We had masks on, it shows us how the masks work, and then they make us take them off and then sing - ensuring we inhale the tear gas. When you run out of there you have snot hanging from your nose all the way to the ground, and thick snot too!
I think the general public is very naive. Twenty or thirty years ago before we had pepper spray, they attempted to separate them with their night sticks, it was very physical, and it hurt a lot of people. Believe it or not, this IS the peaceful way of arresting someone who is refusing to be arrested.
