I hope so. But google haven't really had success with their social projects before, and FB does have a huge part of the market.
I think what will be key for google if they are going to succeed, is their integration between google+ and android. If they get google+ to be a natural part of Android, and something people use when they want to send or share a photo/video with friends, but at the same time have it posted on google+, then that, together with some automatic features to link your phone contacts to their google+ profiles and auto add them to circles, might be what they need to succeed. With the growth of android on phones, they could be able to get people to start using google+, without even knowing it, or doing it consciously, it just happens.
