Many of the current working .xxx's seem to be "dummy" sites that simply forward to a .com or piggyback on a .com . Doesn't this simply bypass the touted benefits of security ?

Domains that currently resolve are part of the Founders Program, which I believe began in 2010. Part of the criteria for Founders, was that resale was prohibited, and insisted on development within a specific timeframe under the terms of the Founders contract.
There is no rule against forwarding .xxx sites to dotwhatever sites. All .xxx sites are automatically labeled by Metacert, so anyone using parental control tools would not see the site, nor would they see the redirect. McAfee is optional for .xxx webmasters, but is only available to use for .xxx sites.
