Just like with any peddler/hustle situation, it's all about LOCATION LOCATION LOCATION.
Somewhat similar to SEO - your location (keyword targets/niche) plus hustle (ranking skills / panda beating skills) = $ or cents

Well the worst thing you can do is give money to a panhandler, by giving them anything you will keep them in that location. Where I used to live a panhandler would open the door for you as you enter KFC, on the way out is when he asked you for money. I lot of people gave him money, so he knew the location was good. I usually walk past these guys looking in the opposite direction...so you don't need to interact at all. On the subway just keep reading your book or act like your sleeping, never make eye contact.
On vacation in Puerto Rico a guy kept harassing me for money and police just came out of nowhere and arrested the guy, in NYC it is usually ignored...most likely too much paperwork.
