And your premise is wrong. You basically just described everything in life. People read books, take courses, attend seminars to learn a skill that somebody else knows based on what that person has learned. If you go to be a doctor, you are being "manipulated" by someone else's knowledge.
This book is essentially a psychology book based on experiences, tests, and history. Nowhere does it say "do this and this to get that." Instead, it shares anecdotes on how one person accomplished one thing, it broke down the path of the accomplishment, and encouraged the reader to create a similar goal but the reader would still need to find their own path.

No premise here, just a fact. The reason this book is not allowed in prisons (and rightfully so) is that it nurtures and enables sociopathic criminal behavior.
You understand this is the reason, right?
After all, it is called "The 48 LAWS Of Power." Doesn't leave much room for interpretation does it?
At the end of a day it's just another so called "empowerment" book, but in my opinion, and an opinion shared by many, this book is more proof as to how geniuinely fucked up society is right now.
The ends justify the means, do whatever it takes, fuck your friends if that's what it takes.
The message is pretty twisted.
