It's a real fucking shame, an individual webmaster has to fight so many different angles these days:
-shaving
-scrubbing
-chargebacks
-maintaining certain paid ratios for cams
-crooked sponsors who don't pay
-new cc regulations
-crooked payment processors
-and much much more!
To me,
some of the risks should be taken by the Sponsors. But these days they are so over-insulated, and put much more responsibility on the individual webmaster. I think it only right that they should bare the brunt of certain risks. Our job should be to get people to pull out there cc and join, period. Whatever happens after that should be incurred by the Sponsor.

Yep, but that doesn't really address the fraud not necessarily generated by surfers so much as it is by the rogue affiliates trying to scam the sponsors. Trust me, and I don't mean any disrespect by this, the ones that have to bear the responsibility of maintaining a good merchant account and have to make good on payments to affiliates really are assuming the majority of risk.
However, I agree that the shady things sponsors due to try and mitigate the risks are a big part of the problem, like a snake eating its tail.
