If we would be talking about something like youtube and some idiot uploads child pornography on there, then it's a totally different thing, then Youtube and their biller would not be responsible. But when billers chose to work with filelockers which are setup for the purpose of exchanging stuff that can't be exchanged elsewhere, and for exchanging stolen content, then they are responsible, simple.
Also I'm not saying that PayPal supports child pornography, that's your words, don't put your words in my mouth please.

just because your upset that people who didn't pay for the content in the first place are using it doesn't invalidate the fair use nature of the service for all those people who are using it for content they PAID for
provide the life time free backup for your members and THEN you can complain about file lockers
but as long as you don't fully support the fair use right, you really don't have a right to bitch at all.
