Yeah, the Visa High-Risk Merchant Registration Fee is an annual Visa Fee, and not a CCBill (or Epoch or SegPay) fee ? and like fitzmulti said, it is based on the Visa region in which the processor AND the merchant are located.

Plus it is an annual registration fee.

If you are a US or Canadian merchant ? and have high-risk content ? the fee is paid one way or another. We collect it on behalf of you as the merchant and pay Visa in advance prior to the Visa review process.

Unfortunately, it?s one of those costs of doing business, but it does only apply to being able to accept Visa for high-risk content ? and not to all the other payment types. But Visa is a big chunk of the market, obviously.

We do offer the ability to automatically deduct payments for the annual RENEWAL fee, but since CCBill has to provide that fee to Visa upfront before you can process ? we don?t breakdown the upfront fee.

ANYHOW - drop me a line and we can see what options we might have to transition them into Visa without breaking the budget.
