FYI as all hunters know, that's movie stuff. In the real world, when shot with a RIFLE through the heart a deer will fall several minutes later. It takes thirty minutes to bleed out from one pistol shot and real cops can't hit the spinal cord for an instant stop. Stop him mechanically by placing a shot in exactly the right part of the knee? Get a water pistol and try shooting behind someone's kneecap as they rush you with a weapon.

I just think "threat of being struck by a metal object" isn't enough to take someone's life, especially when you have the backup of other officers and a canine. I know its easy to say from behind a keyboard, but these guys should be trained to handle a situation like this without bullets, and have the guts to take a hit or two. It's like they can't be even be breathed on or they'll shoot.
