Less than 1% of the world population can take a full face pepper spray and wipe it away and then try and attack the sprayer.
That escalated the situation from Force to Deadly force. The cop with the dog did the right thing.
To release the dog would have gotten him hurt or killed and the bad guy most likely would still have been dangerous.
The second shooter will be reviewed. But from that video " He was getting Back Up " and the second shooter is covered as well.
