I counted eleven shots over more than two minutes before that guy
decided he'd had enough.
When someone is rushing at you (or your partner) with a weapon, they don't automatically drop instantly just because they have a small hole in them.
Very rarely, a bullet might severe the spinal cord or certain parts of the brain and in that case they'll drop, but in the vast majority of cases pepper spray works a lot quicker than a 9mm round does. A pistol bullet is only about as big around as a ball point pen. Consider if someone jabs a pen into your leg. Do you really think that even all hopped on on drugs your leg would instantly become completely useless because it had a pen sized hole in it? Not likely. After you bleed for thirty minutes, sure you'll be down then.
