That's why the enforcement part has to be based in the country where the law is passed. The US can enforce it in the US on companies supporting piracy, from VISA to an affiliate linking to a piracy site. Definitely including companies like Paypal and advertisers on piracy sites.
The hosting bill alone of MU is a good guide to how much these companies need to keep the the company afloat, add the affiliates, webmasters and other bills then you see the flow of money is the key to reducing piracy. Existing laws have a problem with that enforcement, so new laws are required.
Will it stop piracy? No way, but when piracy become a business that allows Kim Dotcom to make a fortune, it needs to be taken down. Take it down now or when it's even bigger? That's the choices, leaving a parasite to just get bigger, isn't an option.
