The cages I'm sure are to keep their belongings secure while they are gone... each bunk is their personal space, so its like walls/doors for a bigger apartment, just smaller.

I could see the landlord spending a bit of money in upgrading the cages to cleaner looking / more modern cages, and painting the walls, cleaning the floors and that place would be great... like a modern hotel in tokyo people pay for at the airports.
I agree. There seems to be a lot of "capsule" living/sleeping areas being created. Honestly its much better than having homeless people in the streets.
