I mean in all reality how in earth are you going to know that there is a card stuck in that machine with your name on it if it would not be actually your card? Could be of course that this specific bank refuses to give out the cards, but I would still ask to speak to somebody in a higher position with common sense
I came across something last year - The machine crashed and ate the card, and debited the money - I went in the next day and they said the machine was run by a third party, there was nothing they could do. This was a machine was in the bank, not one of those ones you find in the supermarket.

This was in Spain, in the end my bank in the UK credited the money as if it was a charge back and I assume they sorted it out between themselves.

Something I learned is that with UK banks at least is that an overseas ATM withdrawal is seen as a purchase and not a cash withdrawal so you can claim if things go wrong.
