This same thing happened to me with the old epassporte -- resolving it required a dispute to be filed with the card issuer (paxum in your case) and the card issuer makes complaint with the ATM machine's owner to resolve it.
The ATM (the "stick up man") was at a bank and resolving it took a month and a half 
In short, contact Paxum you would initiate the complaint of an AMT shortage there ...
