I've read it somewhere that initially it was like this, but the EU really jumped on that one so they needed to allow to every prepaid MC to be free. The question is that what is considered to be such. I tried with ecocard, no luck... But it is a virtual card anyways, maybe plastic works
I can't try it myself as I don't have money on my Paxum currently.
