The USA carries a big stick, and unless the guy is a passport carrying citizen of the country he is hiding in that doesn't have an extradition treaty with the USA (or other nations he would then be a fugitive of), he's screwed. Not that he couldn't buy his way into a citizenship somewhere, but it would be a long shot at this point, as he would already be a fugitive out of the gate. And even if he manages to pull it off, they will fuck him at the bank(s).
The world is not such an easy place to hide in anymore. The walls have been closing in for a while. In the digital age, every move you make is recorded in some manner. ATMs, phone calls, travel, email, chat, banking, you name it. Not easy to move around these days.

He's a German citizen and they don't honor extradition laws with the U.S. regarding their own citizens. If he can get there, he's home free. The problem is, he wants his $50 million.
