It's not to say that 'all' of these filehosts couldn't be shut down, however, it would appear that (like with most things online) the worst of the worst are the one's getting hammered.
Whether they are running around bragging about the mad loot, and posting pictures of it (i.e. IRS) or they are making headlines for their flippant remarks to DMCA (i.e. Pirate Bay), or they are hosting 10's of thousands of Hollywood movies, music, whatever.
While many of the others are running scared, I am sure some of the small fries have little to fear in the grand scheme of things. Much like the smaller tube sites have little to fear. That being said, if you're a juggernaut and doing something that attracts a lot of attention, I'd be watching my back jack.
