My internet provider allows me to do this for my piddly home internet connection and it's great - while I can't switch DSLAM cos I'm wired into that, once I get to a POP (10km from my DSLAM) I can chose the carrier meaning if I'm doing/surfing US stuff I chose X, French stuff I stick with Y, and east of me I chose Z.

Doing this though with a cloud setup is just awesome - if you know your market, you can seriously hit a home run with this.
